Webhook for partial submissions isn't available yet but you can use API to fetch partial submission: https://youform.com/api-docs
Some users connect Zapier and use their Schedule feature to fetch partial submissions: https://zapier.com/apps/schedule/integrations
You can also enable/disable refill link via API: https://www.postman.com/navigation-cosmologist-99507396/youform/request/z2slykb/refill-link (Thanks to charif for the suggestion).
